Constitutional Democracy and Federalism

What's it About?

At HRCP, we believe that a strong, constitutional democracy—grounded in the separation of powers and true federalism—is essential to protecting human rights in a diverse society such as Pakistan. But for decades, the country has swung between military rule and fragile democratic setups. These cycles have weakened institutions and eroded fundamental freedoms. Today, democracy remains at risk, with a powerful establishment that increasingly influences critical areas of governance.

HRCP is taking a stand.

We actively advocate for a system built on civilian sovereignty, where democratic authority is balanced by constitutional rights and protections for all—especially the marginalized. We work with civil society groups, political parties and bar associations to defend federalism, strengthen parliamentary oversight and reinforce democratic values from the ground up.

A key part of this work is defending the right to participate in public life, especially through free and fair elections. Voting is not just a right—it is the foundation of people-powered governance. Yet, meaningful participation requires more than just casting a ballot. It depends on freedom of expression, peaceful assembly, and association—rights that are often under threat in Pakistan.

That is why HRCP pushes for inclusive, transparent electoral reforms that meet international human rights standards. We monitor elections, support other national and international observers, and raise our voice for the political rights of women, minorities and other marginalised groups.

We will keep working to build a democracy that is not just in name—but one that works for everyone.
