Complaints Cell

Our Complaints Cell was established in 1986, at a time when no government or nongovernment organization had a dedicated department to address complaints from survivors of human rights violations. Since then, the Complaints Cell has been committed to seeking redress for human rights abuses across Pakistan. Today, it comprises nine helpdesks across the country.

What does the Complaints Cell do?

HRCP is neither a government department nor an international NGO. We do not engage in mediation for personal disputes or intervene directly in complaints. However, the Complaints Cell can provide referral services, connecting complainants to the relevant authorities. These may include the police and protective services, legal aid providers, government departments and, in some cases, UN working groups.

This process may involve writing letters or contacting the departments or organizations concerned directly in cases of emergency.

What kind of complaints we address (and those we do not)

HRCP accepts complaints related to:

  1. Gender-based violence (including against transgender persons)
  2. Violence against children
  3. Labour rights violations
  4. Rights violations based on religion or belief
  5. Forced marriage and forced religious conversion
  6. Enforced disappearances
  7. Cybercrime
  8. Other human rights violations

Unfortunately, we cannot accept complaints related to:

  1. Requests for financial assistance
  2. Asylum and relocation
    Property disputes
  3. Personal and family disputes
  4. Interdepartmental matters
  5. Poor service delivery
  6. Violations of merit
